Do they need to be on a leash?  Every dog within the town shall be leashed when not inside of the owner's residence or property or a closed vehicle. See § 91.06

What times are they allowed?  Dogs not leashed, but under control of its owner, are permitted on the beach strand between the hours of dawn and 9:00 a.m.; additionally, from October 15 through March 15, dogs not leashed, but under control of its owner, are permitted on the beach strand. (§91.06)

Every dog and cat in the town shall wear a collar bearing a rabies vaccination tag, as required by G.S. § 130A-190. (§91.05)  Every dog within the town shall be leashed when not inside of the owner's residence or property or a closed vehicle. (§ 91.06)
